So how did this happen, Fred has a Body Integrity Identity Disorder (BIID) which he often found himself unappeal for his own look. But things happened on that dangerous mission that cost his limbs, and coincidentally he never felt better than ever after losing those limbs!

And now the grouchy bayleef now became much and much more joyful Meganium as he waddles with his stumps like a teddy bear :P
