He was an old character from a Sonic fanfic I did worldbuilding and plot development with an old friend (who did all the prose and many other things). Cosmos is meant to be a personification of the purple Chaos Emerald with a gravity element. He takes a weasel form because he was supposed to temporarily fuse with Fang the Sniper, but I don't think the published story (which is incomplete) ever want that far.
