It's 3 (4 w/ Comprehension) in New Vegas, but there are FAR fewer of them in the Mojave Wasteland. To compensate for the fact that you're not likely to get 100 in all the skills you need to have at 100, there are also temporary skill books that give you a bonus of 10, increased to 20 with Comprehension, and they sometimes respawn on vendors so there's not as limited a number of them. It's like a chem that you read instead of eating or injecting! :D
