Throughout the story, I have a strange opinion about Mort.
From my point of view:
1) Apparently, he has some kind of score to settle with people or he really just hates them or sees them as inferior creatures. Which makes him a type of character who acts according to his principles, be it revenge, a desire to show his strength, or simply from the category "you can't do anything to me".
2) The deity/patron that seems to have abandoned him. A possible reason for anger and rage, especially if we assume that Rakkura is interested in a person whom Mort hates. I can assume that his attempts to regain attention can cause a conflict with him and this will leave at least bruises on him, sometimes for great impudence the gods can teach a lesson to the impudent. 3) Sometimes I can't understand this beast, but in relation to a person, our hero, it is chaotic, but mostly Mort just does what he likes and as I see it, it is simple sadism aimed at breaking him. I remember the last scene where he remembers one moment (71 pages) after which he stopped torturing a person for a while, so far it does not play any role for me, and it seems to have no weight, since everything continues in the same spirit (namely, mockery of Noah). Whether this memory was a reason to be so cruel or not, is unknown.
As a result: Mort is a strange character, who is in fact Chaotic evil, but it is still unclear about the backstory and whether it makes sense. *shrugs* So far it seems to me that it makes no sense.
