Your question made me look this up, because I've seen it both ways! As it turns out, Justice is traditionally 8 and Strength 11, but the Rider-Waite-Smith deck swaps them. RWS is kind of like the iconic tarot deck, so a lot of decks since then follow its example, especially in the English speaking world.

I know some cards have different names in different decks. Like for the Rider–Waite and Thoth decks:
Magician (I) = Magus
High Priestess (II) = Priestess
Strength (VIII) = Lust (XI)
Wheel of Fortune (X) = Fortune
Justice (XI) = Adjustment (VIII)
Temperance (XIV) = Art
Judgement (XX) = Aeon
World (XXI) = Universe
I know there's alternate names like Passion for Lust, and Rebirth for Death. But I know there's an supposedly incomplete version of the thoth deck by Aleister Crowley that has its own version of the Hierophant called the Apostle.
