Hello! Two NWO Cadets!
From left to right,
Louis (Lui) de Balthier and Rufus O'Shannon
Fostered into the NWO and fresh out of their cadet program! Plus, they're totally "just roomates".

Louis de Balthier is the first son of a mysterious and secluded old money type, Duc Balthier de Fons.
Louis was homeschooled and would extract a lot from his father's extensive library, especially sinking himself into Balthier's collection of tomes on the Occult.
Louis fascination and naturally mischievous spirit has led him to seeking his own rather unique path. Rufus is the only person who really got him out of his shell - thusly, they're quite inseparable.
Rufus O'Shannon had a very different journey. When Rufus was 14, his father disappeared (there's a whole deal there), and this forced Rufus into the system until he could file for premature emancipation. Without any support system, Rufus learned to be tough and self reliant simply to survive.
Despite it all, he has a friendly disposition, but it's difficult for him to build trusting relationships. Louis' unadulterated sympathy has conquered him like no other.
These two are joined by the hip so to say!
