I drew this test years ago. 
DragonBoy618 gave it new life as a GIF, so now I can really study it, as well as share it with you!
I did this to see if I would have the patience to do animation, as I was interested in taking the Don Bluth University remote course. Even if I didn't go into animation, I felt the experience would be invaluable. Alas, tuition eluded me and I was unable to take part.
What I did get, however, was a proof-of-concept clip I can use to pitch a Cartoon Cuties movie with... And I'd have done more, if this sort of thing didn't eat so heavily into my paper stock!

Interesting question. It depends on a few factors, but obviously it wouldn't be a cheap thing to do. If it were a quick clip like this, I'd say maybe twenty, twenty-five dollars per frame as a rough estimate... There'd be some back and forth with the client to settle on a price, I'd say.
