Copied the main layer of the white girl, then made it red, did the same but made it blue.
Found a small picture of "tv scan lines" and edited it to make it longer in order to fit the picture, placed the layer above all the others and made it "multiply", uh...moved the girl and her glow above the main scanlines layer and copied the scan lines layer again, so there were now two. I placed that above all over layers, made it "multiply", but took down the opacity so the picture wasn't as dark.
