Before obtaining the DNA of Mew, Giovanni practiced Team Rocket's craft on other Pokemon - and who better to test it on than his powerful Nidoking.
The experiment proved highly successful, and with his organization also working on producing an artificial Mega Stone for Nidoking, Giovanni was sure the future would be Team Rocket.
Rino was rescued from an abandoned Rocket facility after the collapse of Team Rocket. The special band he wears holds slots similar to that for Emera - but it is a focusing device primarily used for Nidokingite. Rino still searches for both his Nidoking "father" and this missing Mega Stone.
