It's the Yeen Boss from the Dough-Mutt comic!
I didn't really have for him back then but he's known as Alleyway Jay.
A small rhyme about him:
Beware if you go down the street
Pray that you hope you don't meet
The big Yeen Boss, Alleyway Jay!
Because there's something I have to say:
He'll take your money, jewelry and valuables too!
If you try to run away, he'll just sit on you!
