She doesn't have a canon name since the game is a small indie title so I'm just gonna call her VIP Lady. I fixed her appearance up just slightly to my liking.

This character is from a very obscure tycoon style indie title called Aquarium Land where you play as a diver that manages large aquariums all over the place. I've quickly plat the game because of how easy it is, but I wanted to draw out a character and a following situation from the game shown in the picture.
