Moira is the executive assistant director for the science and technology branch of the BPI, a stoic and serious Gardevoir. She was the leader behind the “Valiant” robotics project that eventually became Valerie. While she may be reserved on the surface, she does have some soft spots; including a little rabbit doll she's held on to since she was a kid. Asexual.
Valerie is the culmination of the BPI's Project Valiant, she was originally intended as an all-purpose robot to assist agents in the field, but deviations in the design process were ordered by Moira after certain story events (no spoilers). Due to Valerie being intended as an assistant robot, she has an extremely personable and rather ditzy personality, taking pleasure in the simplest of experiences. So I use that agent tag on anyone who's a part of the Bureau of Protection and Investigation (BPI) - she's not a normal field agent like Elizabeth, Charlie, etc. But rather, is the director of the science team, akin to Rebecca's position over the criminal investigative division - since I will have more characters in the future that are a part of the science, perhaps I should use a different tag for them in the future.
Not really sure what you're asking for clarification on, but the Bureau takes on responsibilities similar to the FBI in the setting I'm developing. The primary focus of what I've been working on is the country of Seracaelain and the city of Mossgrove, where almost every character featured calls home (Mila being a notable exception as an international agent). The science team is a loose term referring to both operational technology and the laboratory divisions, and is responsible for both making tools that are on the cutting edge for the rest of the Bureau, as well as ensuring the new technology works smoothly. Somewhat. A lot of it is gathering intelligence, but there's conflicts and enforcement aspects to it - things go hot when criminals are trying to get away with things they aren't supposed to do. So there's a bit of spy elements to it - mostly in characters like Lucy, but also more criminal investigations and bringing them to justice.
I mean, if you define an agency that work with intelligence, national security, and law enforcement as a spy agency, then yes. Though I don't think people really actively refer to things like the FBI as a spy agency; I usually associate spies with more international endeavors though I suppose from a certain point of view they're domestic spies.
