Queen Amelia Amethyst’s Dress-Code Decree

“Here ye, here ye all! By decree of our majesty Queen Amelia Amethyst, from this day forth all who walk the streets and places of public gathering in this fine land; be they of any age, gender or species so long as they have legs and/or feet; MUST at all times wear tights or pantyhose, as well as dresses, gowns or skirts. Socks, briefs, boxers, shorts and trousers are herby strictly prohibited! All citizens and travelers visiting this land have exactly fourteen days to discard all items of clothing that violate the dress code of the royal decree and to stock ones’ wardrobes with the appropriate attire!
To adhere to dress code law, an undergarment must be form-fitting and encompass at minimum the entire lower-half of the body from toe-to-mid-waist, though neck-high and full-body tights that cover the arms and hands as well are strongly encouraged. Barring that, long gloves should also be worn.
A wide variety of materials, colours and styles are permitted so long as the material covers the parts of the body previously mentioned. Sheer materials like nylon are also permitted, as well as leotards and unitards for the torso.
Those who cannot currently afford to purchase the required items of clothing will be issued two free pairs of standard cotton grey tights tailored to the recipient’s measurements. It is encouraged these be replace with garments of higher quality as soon as possible however.
Rips and tears in the fabric of the undergarment in any location will be classified as indecency and must be mended or replaced as soon as possible. It is strongly recommended all carry spares on ones’ person at all times in the event of accidents. Species why have long sharp claws or barbs on the feet or legs should keep aforementioned sharp appendages filed and trimmed, and to wear especially resilient materials resistant to tear.
After the fourteen-day allowance period elapses, any and all infractions to the dress code will be reprimanded as follows:
First-time offenders will be issued a stark warning and escorted home to change or receive a standardized pair of tights to wear until they can purchase new ones of better quality. Repeated offenders will be muzzled and spend time in the main square pillories in accordance to the number of infractions, starting with one hour for the second infraction and increasing by another hour up to thirty-six hours for each consecutive infraction.
Any deliberate attempts to destroy, damage, remove or speak discontentedly against the mandated garments or the Queen’s decree may have their privileges to speak and walk in public revoked. Depending on the severity of the case, this may take the form of community service, incarceration or even permanent relinquishing of one’s status as an ‘individual,’ after which point the convicted will be sold at auction to a local nobel’mon or even to Queen Amethyst herself to be treated and used as the owner sees fit.

An idea I’ve had rattling around in my head for a while now and finally found the time and motivation to draw it. In terms of “canon,” since in the main timeline Amelia Amethyst and her brother Arden were forced into exile after the Hyrim revolution, this either takes place in a parallel timeline where the Amethyst royal family remained in power, or this is all just “role-play” rules for a themed party/event Amelia s hosting, like a renaissances festival or a charity costume party. You decide which scenario you like more. ;3
(And just for the sake of clarity, canonically Amelia is in her early-to-mid 20s.)

Dresses are already part of the dress-code anyway, so it should not be seen as "humiliation" but as "getting accustomed" to it. The pillories are designed in such a way to show off grace and elegance, and to enforce correct posture. "Pillories" might be too crude a word for them. They could be thought of more as "display stands." ;3
