He is going around, exploring the cordoned off premises of some construction site. When I was at university one of our buildings was under a complete renovating, inside and out. I wanted to go inside of it and explore the place while it was under construction but I think campus security would have caught me and then fined me or put me on academic probation or whatever.

I thought it was kinda weird too when I first saw it. My rational is that the other hand has a gun, or something else, and he is using an underhanded grip on the flashlight while jogging around, stopping to look for someone or something in the shadows that he can't see in the twilight.
