Ameonna are Japanese yokai thought to call forth rain. They are sometimes depicted standing in the rain licking their hand.
Some times, they are considered a bothersome yokai that calls forth rain, but they are also sometimes considered a holy "rain god" as a yokai who saves people in times of continuing drought by making it rain.
I know there are resources on the internet about how to make rain in Photoshop but everytime I tried it, I didn't like the effect. So I just ended up with raindrops on the background.
