Did Dragons enslaved other dragons or was it other species?

They used to enslave everyone, dragons half-dragons, lizards. Then just hybrids and lizards. The other species come later, when they can travel to other continents with ease.

Yeah. The dragons pretty much took abuse the legal loop, that their laws didn't protect other species, but their own.☹️
