Just a drawing of my two Shiny Pokemon that I plan to train.
First is my shiny Scyther, Kasumi. (Kasumi means Haze in Japanese)

Next is my (currently) unnamed Woobat.
Calm Nature.

Don't know what kind of set I'm going to run on this Woobat yet. Probably a defensive one, due to the nature.

Right. So you use Agility in the first turn when they switch to a counter, then Baton Pass to a counter to their counter. Okay. So where does Iron Head play into that? At least with Pursuit you have the option of either using Agility or killing the thing that's being sent back.
Iron Head can be used after the turn that you use Agility.
Anyways, the offensive move is more for if you're forced to battle using it, therefore you want the heaviest hitting move. Pursuit hits heavy if they switch, but by the time you're going on the offensive with Scizor, they won't be switching anymore.
