QUESTION...Can my Sahaliat's tongue be teal-blue like his markings, but the insides of his mouth be black/dark-grey? Or do they HAVE t o be that same teal-blue?

Canonically those colors are the same. its part of their design.

the character could be described as modifying their internal color for aesthetic reasons. to explain the difference.
