It doesn't require rationality, just basic numeracy of the "I can't afford the fuel to live out here" type. It will be delayed slightly by car-pooling and automotive downsizing, but as the remaining fuel stocks run dry, and EVs can't be produced fast enough to fill the gap, expect a lot of calls for denser housing and public transport.
