It uses existing technology and a standard .50 cal. round, the blowback mechanism might be a bit underpowered. For such a large caliber bullet, a Long-Recoil or even bolt-action combined with recoil-absorbing devices might be more practical. Also, unless your fursona is really strong, a muzzle brake and bipod or monopod might be useful. Also, I would forego the full-length barrel shroud. It's not needed for a rifle of that caliber, and will add weight. At the very least, turn it from a solid block into a pierced-sheet shroud, half length or full length. You need a shroud when the barrel will grow hot from prolonged firing, i.e. air cooled machine gun, to protect surrounding objects and/or hands, and also when the barrel is used as a front grip, which, I don't imagine, would be the case here. for support, remove the top of the shroud and slim down the width of the lower half to serve as a support for a bipod or a grip. Another note: a scope might be necessary, for the kind of jobs a .50 caliber rifle might be used for.
If you were not, in fact, trying to create a sniper weapon (which I assume was NOT the case [see tactical in the title]), then go for a smaller caliber of bullet. I would suggest 5.56 x 45mm or 7.62 x 52mm. Both of these rounds are highly effective anti-personnel rounds, currently used in today's weapons. The M14 uses the 7.62 x 52mm, and the M16 uses the 5.56x 45mm.
