The Snowday Clones!
They're pretty neat. They exist to observe primarily. The red jumpsuits are Operatives, they know how to fight. The blue jumpsuits are Overseers, they maintain colonies, usually never more than one of them at one place. The white jumpsuits are the most common, they are Observers. They watch and experience and send those experiences back.

Clone seed ships get sent out to propagate clones on worlds. Their colonies rarely exceed a dozen clones, but clones are often given out as "gifts" to spread their influence and observation. They try to act as purely neutral parties.
