I haven't drawn anything serious for a while. So I guess I'll do this. Haven't got any experience with the surf light refraction effects since this is my first time doing it. But this pic started out as a doodle, not exactly intending it to be a real pic.

I guess I'm commenting on the lighting in particular? The layer you used for the lighting is bled onto the background and the surfaces areas that shouldn't have it (take a look at Mewtwo's thigh/rear). Mew is receiving lighting from a completely different angle than Mewtwo, unless you're going from Mewtwo receiving lighting from the top, and Mew from the bottom thing. This sort of lighting still casts shadows (not ones that are nearly as harsh), so when get to Mewtwo's collar bone, the wavering lines will cut off. Shading isn't your strong point, so it is something you need to work on in general, but at least you tried some different lighting.
It took me a little bit to guess that, mostly since the lighting direction on the bubbles would be the same otherwise, and most people (this I should credit you for) don't change the shine direction, which determines the light source.
I think your probably either using a brush with the Multiply set to on, or if you're using Photoshop, you're shading with the Burn tool. If you're doing the latter, stop it.
