They're the same thing I believe, just the Americans call them elf owls. Checking book... also checked google images, Pigmy and Elf seem to be indistinguishable. Most likely the same thing, though none of the photos of Elf owls show one with such light brown colourings as Gylfie has, unless it's an image of her.
