For  ebonyleopard's Poké-Combat Academy series, this is Ms. Lopiara, the guidance counselor for the Academy (hey, in a school where the students have supernatural powers and use them to fight each other, you NEED a guidance counselor :p ).
Although some have stated that a Psychic type might be better suited for the empathetic job of counceling, Ms. Lopiara merely replied that students are more likely to relax when they are not afraid of being mind-probed. She is a very gentle and kind individual, having a Cute Charm that can calm even the rowdiest of patients not to mention a number of Fighting-type moves if they're needed to quell any unauthorized fighting (hey, I'm just as surprised as you are that Lopunnies can learn so many Fighting moves in the game XD ). Very caring towards those she counsels, Ms. Lopiara frequently works with Assistant Principal Meow in seeking out potential problem students and getting help for them before their problems manifest.
As to why her tufts look all wavy instead of puffy like in the game... well, rumor has it that she was once a model during her younger years (some students swear she's still moonlighting in that profession, but no one's been able to prove anything).
