the city was already quite dangerous with the various freaks and weirdos who lurk the streets but now a new threat has emerged originating splotch's world the criminal duo of Sharkey and Mr. Pop a pair of criminal toons that have formed the criminal group known as the toon mafia.

Sharkey is a silent indestructible feind of muscles and teeth who will break and twist you into a pretzel faster than you can say "i should've taken the left at albuquirky" despite his dim intelligence his unrivaled strength and durability in addition to his toon manipulating powers make him a force to be reckoned with and avoided.

Mr. Pop also known as Pongo the weasel he's a like other toons is a silent individual though don't let this fool you he is a very foul mouthed individual letting his often threats and insults be presented to people in the form of disposable marker friendly signs. he's the mastermind without doubt and do to his agile physiology as well as high intelligence in addition to his toon abilities should be considered a threat.

the toon mafia's current whereabouts in the city are unknown however their influence has been felt through the drug "toonic" that they have been selling, consumption of the drug in normal dosage will grant the user toon like abilities temporarily such as stretchy limbs, indestructible body, regeneration etc with failure to consume the drug resulting in not just withdrawal but an onset of all pains and injuries withstood while on toonic hitting the host simultaneously. while overdosages of toonic will result in permanent deformity and transformation into toon entity which may destroy the users mind irreparably as they take up a new toon identity.
