It's a radio direction finding antenna, back in those days a guy with a headset (in some cases the pilot) would turn a nob that turned that antenna until he got the loudest signal and where the loudest signal was was the direction of the station. Flight crews did that up until Bill Lear invented the ADF which does it automatically.
