Is it a boat? Is it a plane? No! It's... kind of both. It's a Ground Effect Vehicle, a form of transport created by the Soviet Union under the name of 'ekranoplan'. The Soviets came up with what the US called the 'Caspian Sea Monster', a huge craft heavier than any conventional aeroplane, able to to transport troops and vehicles under the radar about 15 feet from the surface of water or ice. Sadly, these wonderful machines are not hugely exploited today.
This is one I made up, it's a dieselpunk-styled version with props instead of turbojets. It has 10 engines, 6 120 mm cannon mounted in double-barrelled turrets, 16 machine guns mounted in 8 double-barrelled turrets (4 on the sides, 1 at the front and 1 in the tail) and 120 rocket tubes mounted in 4 turrets with 30 tubes each.
This machine is quite made up so I really cannot say (and I have my doubts) if this could actually utilise the ground effect. It does make one nice light show though.
