Inkscape. Visit https://www.inkscape.org to get the program. Photoshop, Illustrator, and GIMP all have the ability to use vector graphics tools too. Basically it's using paths and shapes. You arrange these in such a way that you create a character with them. The result is normally crisp clean lines and smooth gradients. It's extremely good for cell shading in particular. A program like Inkscape might help you produce artwork that has lines that look a bit more like you intended them to look rather than being made imprecise by the touchpad tracking mechanism.
