maybe he just cant. Maybe even with his technology he cant pour a synthetic consciousness into an organic body. Or graft the senses of an organic life form into a mechanical body.

he can’t, that’s why he tortures and covets the last 5 humans, because he can’t create new bodies, or create one for hismelf
