Um, you're very confused. The starving person is Pai, who was introduced on page #11. Pages #17 and #18 depict Nine's daily routine in contrast to Pai's in page #19. Over the course of this time Nine has accumulated stolen things that fall out of Dice's holey pockets and managed to get a match and set off the sprinkles for the sole purpose of ticking off his captor. He's playing games with him, and keeping tally on the wall.
Nah, if he was important I'd show his face so people would recognize him. He's just a nameless guard called in for security reasons (opening the test subject's cages is rather risky business, even if they are heavily sedated 24/7. Hence, cuffs and guns are employed for the safety of the staff XD)
