This is a character from the Wakfu franchise and was meant to be a mocking darker version of Dreamworks Kungfu Panda Po. He is some kind of Pandawa demigod and a villain, only featured in one episode, but I liked him somehow.

A more villainous parodic version of Po, given that he didn't have any qualms regarding fighting children and some of his comments, so while he might be rather cuddly looking he's another bear who would be deservedly a captive and might perhaps be fitting to have some further penalty for his crimes. Maybe sentenced to be repeatedly poked in the belly with people crying 'boop' as they do so.
