Victor knows that, for his plans to succeed, he needs to drive a wedge between those two time travelers—preferably by acquiring the ferret's loyalty. If only he can arrange a "friendly" chat. No commitments, no threats. Just getting his point of view across.
Sully does find it a little awkward that the bad guy is practically hugging him. But... he's so big, and warm, and fluffy.
Nobody needs to know that he could actually get used to this.

Victor always identified Sully as the weak link and thus the target for his manipulation. Emmet was to be isolated, deprived of his "help" and then defeated, but by the "time" of the other piece he sees Emmet as more or less an equal—they're still enemies, but even enemies can have civil conversations.
And who's to say Victor wouldn't give Sully a free ticket to his concert? Though, technically Sully wasn't born yet when he gave that one, so Sully will need to use special transportation if he wants to attend...
