Considering that Skavenblight is underground and, judging from most art, covered in a thick, green mist/fog, would the "ceiling" of that underground area be considered their sky and therefore the surface world be considered their heaven?

They know what the surface is, and i doubt Skaven have any concept of "Heaven" like ours.
They just want to be the greatest rat in the world and beyond.
