In the earliest editions of Dungeons and Dragons, kobolds were described as being more dog-like in appearance rather than dragon-like, with Record of Lodoss War, one of the earlier anime/mangas in the 1980s being based on Dungeons and Dragons and portraying them as wolf-like creatures which I think inspired their portrayals in other later animes.
Tial still looks quite adorable as a dog-like kobold, though scaly Tial is best Tial.
