That is what Wolf O'Donnell is doing to Falco in order to prevent him from stopping their evil plan. While the bird burst out laughing from the spinning roller tickling his talons, his mind is losing it and slowly in the process of getting hypnotized. Plus he can't do anything about it, one the computer is telling Wolf that Falco doesn't have long to resist the mind control. And two, the energy cuffs around his torso and ankles prevented him from ever escaping. Technology is amazing.
