Why does she only have regular pokeballs when those are clearly rather great? Because Fleur is so thin she tends to sit one cup size above Whisper, only by a small margin tho, but Whisper also likes to use flattery on her so Fleur gets to have the Great balls. Aska has the Ultra balls which leaves Nine with just the master ball left.
