It's a cool design all right, though personally I'm not seeing any more masculinity in this version than in the gender-less one.

Male Pok is more youthful than the others, so it's not meant to be immediately obvious that it is male. It switches between gender and appearance at will, so the labels are more for convenience than anything else -- the outward appearance Pok takes on is what it assumes males or females should look like.. The main difference between the Pok genders is in behavior - male Pok is crueler and typically enraged, female Pok is manipulative and sneaky while neutral Pok is the most vindictive. Pok switches between these personalities regularly.
Also it was part of a mechanic for the game it was originally in, but that doesn't matter at this point.
