No lore involved really. Oscar has a bit of a backstory as he was part of the story in the first season of chapter 5 (he was member of The Society, a now defunct group of evil rich individuals who wanted to take control of the island, but their plans were thwarted by The Underground, a group of freedom fighters). Wendell is a shop skin, and as most shop skins he doesn't have a backstory; he's just a rock climbing aficionado, according to the skin's short description.
