Wow-wee wow-wow...!! It's finally here, folks! It's LOON!!
Loon, also known as Latisha Moon, is the best friend of Ellissa the Eevee. The two have a friendship that goes way back into the darkest depths of the dreaded place known as... MIDDLE SCHOOL!! When Ellis moved to the town she currently lives in, Loon was the girl who became her first--and best--friend for many countless years to come.
Loon is a crazy, super-hyperactive girl who loves kitties, bunnies, horsies, fairies, candy, sugar, Pepsi (Coke tastes boring to her, unlike Ellis who loves Coke), salty popcorn, bugs, firecrackers, explosions, mechas, singing (she can't sing, but loves to try belting it), and many hundreds of other activities. She dreams of one day having a boyfriend... but all her friends tell her to shapen up and start acting like a real girl if she wants to do that...! Poor Loon--and she's such a charm too!

^^ Yeah--I was thinking about that shortly after I saw the picture after it was scanned... It does have that Misty touch to it. I might actually go back and draw her as my cousin originally depicted her, five years ago. X3 She used to have NO bangs, but ABNORMALLY LONG PIGTAILS!! I thought I was doing her a favor by giving her a hairstyle that was still a bit crazy, yet could be considered "in-style." =3
Glad you liked the tail. Quite honestly, I'm afraid to say it's my favorite part of the whole picture... TwT The face turned out too round, and I dunno--she just appears a bit... sloppy... No excuse for that being her behavior, either. XD I draw tails all the time--mostly fox and wolf tails, so they've become almost second nature to me. =3 Gotta admit--they ARE fun to draw...!
Flat hair!! Yes, it does look a bit flat, come to think of it... Hmmm... Not sure what to do about it...? TwT Maybe I should have just... drawn it a bit curvier and a little higher above the scalp...? >w>; *whines, sits on haunches unsure*

now you draw on paper so my techniques (drawing on top of stuff) don't always work but basically
I have to start by drawing a bald person x.x;;
Then I draw hair on top of that -- I put a slight indentation right on their crown (usually) so that their hair sticks up on either side, which helps define a hairline if they comb their hair and also keeps it from lookin flat
From there to about the middle of their face is an arc that is usually where I put a hairline (I might move it to one side for radical hairstyles, so stick it anywhere, just remember where it is)
The base of the indentation is where I start drawing bangs from; every strand starts from somewhere on the hairline since they comb from there
If their hair is really scruffy you don't need a hairline, you can just go absolutely crazy
