That's the Keaton Mask. I can't remember if it is in Ocarina of Time, but it is definitely in Majora's Mask and is used to communicate with keaton (essentially kitsune :P)

It is you get it from the "Happy Mask Shop" and sell it to the Gate guard to Death Mountain. If I am not mistaken it is the first mask in that side quest.
