Creating henchmen ain't easy I tell you what.
Phillip can easily turn people into his henchmen with the ruby, no problem. However, getting them to transform into specific monsters he wants is a whole different ballgame. Phillip doesn't have full control over the Dragon Ruby's power to change people's forms. Instead, the form a person transforms into depends on many factors: desires, ideals, recent dreams, or current feelings. Many elements can influence one's transformation.
Take this unfortunate fellow, for example. They probably forgot to shower and then went jogging in the scorching heat, making them stink to high heaven. Perhaps their thoughts about how bad they smelled before Phillip cast his dark magic affected what they became—a skunk.
Regardless of the form, these transformed individuals become unwilling subjects to Phillip's whims until defeated. Whether the form sticks, fades or becomes a secondary form depends on the strength of the spell.
"Oh, you've got to be kidding me! How's a skunk going to help me with my goals? Chemical warfare is not on my to-do list!"
