I had this SUPER CUTE floatie as a kid in the 2000s. I LOVED this thing, it was my favorite. I recently started thinking about it but I cant remember what it looked like.

MAN I just spent 30 minutes seeing if I could find it, but the closest thing I got were those punching bags that floated on the water.
I'm not a pool toy fur but I did spend roughly 90% of my summer in the pool as a kid. I remember a brand called Intex, I believe they're still around. A lot of my pool toys came from them, and I swear I had a similar one to this. Maybe it was a seahorse???

Looks like it is (or is related to) an Intex Split Ring. They came in a lot of different varieties.
