Key is a shark passionate about the sea and surfing. It is while diving that he finds the water stone in a clam. They are part of an association that protects the oceans but what he does not know is that the leader and the members are extremist people who do illegal operations. The leader takes Key during one of his operations to prevent a tourist complex from opening when he faces the Color Force. Key understands what he is going to commit. He helps evacuate civilians and then finds himself against his partners. It is then that the water stone becomes "Blue Force".
