I think this situation probably happened to this guy at least once considering up the fact how "nutty" his adventures are. Bonkers seems to be so ashamed of himself wearing nothing but his police hat he's even not able to talk, though this guy is a very talkative type by default.
A little explanation - it's more about him looking less like a "human" and more like a feral animal than just him feeling naked, especially he usually doesn't wear pants anyway. In the other words, Bonkers deserves for some dignity, especially as a cop, though he's a toon cop exactly.
