There are generally never any good reasons to be out in a hurricane or a tornado. Any rescue attempts for the wounded/trapped would have to wait for the storm to pass anyway. The dragons are better off hunkering down in a depression or a body of water with just their heads exposed to wait it out. With the dragon's acute ability to sense and interpret weather conditions, the humans are better off following their lead.
