Well, that's the whole idea behind a digital print. You send them the HD file digitally so that they can store it or reproduce it. Unless he was charging you for an original, hand-drawn print, there's nothing out of the ordinary.

he didnt say digital print he said "High res print included will be mailed out once all images are finished."

High Res Print, alot of people are over looking that.

I think he intended to say e-mailed. :/ Being so young, 'mail' takes on the slang for electronic mail and not snail mail.

I don't think that would in any way excuse your witholding of payment, espescially in the light that he explained it to you pretty clearly in the email.
