Stick to your guns on this. I'm certain that right now he absolutely means to send some kind of payment, but it just doesn't ring true if he's unwilling to write a check, send a cashier's check, or something. There are other alternatives to paypal or credit cards.
It's business, it is nothing personal against him. And businesses have standards (like the gas station if I ask for a full talk that I fully intend to pay next week). If you remain consistent, you'll be far better off than if you change the rules for every person depending on their needs. You are an artist, not a charity or goodwill store.
