Description: Raguel is known for her stoicism, great intelligence, and seriousness, delivering judgement on fallen angels and demons who overstepped their boundaries. Even though she can come across as cruel and impassive, she cares deeply for those close to her heart and shows compassion towards them.
After hearing of the cancellation of Extermination Day, she decided to step up as the next leader of a different but New and Improved Exorcists. Remodeling the Exorcists after the realization Angels can be killed by their own weapons with weapons that fade when detached from a angel for a period of time. While she respects Charlie's redemption concept, her reasoning for taking this path was simply that, with how her hotel is processing things along with lack of guests, Hell will still be overpopulated. In her Reasonings was millions of humans die on Earth each year, and 20% of their souls goes to Hell. With the lack of willing guests and a long waiting time to be redeemed, hell will continue to overpopulate regardless of Charlie's actions. If Charlie wants to avoid reliving the yearly Extermination Day, Raguel would like to see a large number of souls redeemed every month in exchange for not returning to exterminate demons.
Relationship
Sera
The relationship between Sera and Raguel is very neutral. Raguel respects her as a High Seraphim of Heaven, but the two do not always see eye to eye.
In a meeting with Raguel after Adam's fall and Pentious' arrival in Heaven, Raguel explained to Sera that even though Demons are able to be redeemed and joined Heaven, there are still a lot of demons that could be a threat to Heaven if Extermination Day is not reopened, and that she will take the step of assuming the title of Leader of New and Improved Exorcists in order to keep demons in check. In spite of Sera's hesitation, she eventually agreed that something must be done to prevent Demons from posing a threat to Heaven's defense, which allowed Raguel to take full responsibility for the annual extermination day and reopen with her as the leader of a new line of exorcists.
Emily
As with Sera, Raguel cares deeply about Emily and wants to keep her safe. Throughout Emily's childhood Raguel was like a teacher to the young Seraphim Angel, teaching her about the human world and history. As Emily grew older, she respected Raguel, but when she learned that Raguel accepted and decided to reopen Extermination Day, she became enraged and wanted to stop Raguel. Raguel explained to her that she has a duty to keep demons and even fallen angels under control, and that is why she accepted. It is her responsibility to ensure that demons do not threaten Heaven by doing anything they can to pose a threat even if she tells her she is happy a demon soul was redeemed. The fact that Emily can't stop her makes her want to find a better way to end this annual event.
Adam and Lute
Raguel never gotten along with Adam, never liked his immaturity, egotistical and unsympathetic nature. Raguel has always been annoyed by Adam's sexual habits, even guessing her cup size under her robe. He has always been curious about what Raguel hides under her robe.
Even if Adam were revived as a sinner (which is sadly unlikely), Raguel would still have no sympathy for what he has suffered since she believes he was going down there sooner or later and would use his own words against him. But if she wants to gain any respect for the fallen first man, he would need to change his ways and be a better person and be redeemed.
With Lute she had a neutral relationship. She once respected Lutes stoic subordinate and fighting, as well as her score of demons killed. When it came to Lute, she respected her as an ArchAngel of Justice. Raguel refused to let Lute rejoin the Exorcists after they attacked the Hazbin Hotel out of concern that she would attack the hotel in revenge for Adams death. After that, Lute lost all respect for Raguel.
Lucifer
Lucifer and Raguel developed a complex relationship after he fell. Their relationship was once close, with Raguel acting as Lucifer's supportive older sister. Providing care, protection, and love, as well as listening to his dreams and ideas. As soon as Raguel discovered what Lucifer was doing, she warned him not to tamper with the creation of humans as soon as he became attracted to Lilith. Having ignored her warning and given Eve the Apple of Knowledge, she could no longer protect Lucifer and watch him fall with Lilith. Their relationship changed over time. With Lucifer now seeing Raguel as a threat as the new leader of the Exorcists and Charlie's hopes and dreams. Although Raguel still kept the memories she had with Lucifer, she wouldn't hesitate to fight him in battle if he posed a threat, which would prove difficult since Raguel is an extremely powerful Archangel.
If Raguel lost the battle, she would allow herself to be killed by Lucifer or Charlie. She would also encourage Lucifer to redeem himself and do the right thing for Heaven and Hell's sakes. This will eventually result in Lucifer not killing Raguel.

When Raguel first interacted with Charlie, she was friendly and actually appeared in the meeting room rather than as a hologram. She listened to every word of her redemption idea and the newly opened Hazbin Hotel, and even praising Charlie for her goal of redeeming sinners. As Charlie sighs with relief, Raguel adds that she's not like Adam and dad was wrong that Raguel can be reasoned with. As Raguel interjects, she remarks that she does not admire her naivety in thinking that everyone deserves a second chance. While Raguel supports Charlie's redemption idea, he does not support her delusion belief that every sinner deserves a second chance. As the new leader of the next generation of exorcists, she has vowed to ensure demons are exterminated. As ArchAngel, she promises not to attack the Hazbin Hotel or anyone staying there during the event as long as they remain there. Any attempt to attack Raguel or the exorcists gives them the right to attack back without mercy. As Raguel points out, if Charlie truly wants Extermination Day to end, she needs to redeem an equal amount of souls every month. This seems impossible given how the hotel is proceeding. Charlie feels more determined to help her people afterwards, since Raguel has become a new threat to her people. Nevertheless, Raguel hopes her hotel succeeds.
