I just realized whom else could react to seeing Riff-Raff and Cleo like this. Namely Heathcliff (even though Heathcliff has been in this situation too, also I dunno if you knew this or not but Heathcliff and Riff-Raff were revealed to be cousins. Shame they never interacted in the series outside the intro)

Awww, how cute! Riff-Raff and Cleo would make wonderful cribmates!
And this is very fitting since Riff-Raff did dress up as a baby in some of the episodes, including "For The Birds" when Riff-Raff tried to sneak inside a bird sanctuary, including dressing up as a baby where Riff-Raff was dressed up to the nines... Booties, bonnet, classical toon cloth diaper with the safety pin in the middle and all.
And lets not forget the episodes "Circus Berserkus" where Mungo dressed up as a clown baby, and "Superhero Mungo", where it's Wordsworth's turn to be the baby.
