Yeah, in my head-canon, he was one of the other unnamed dragons who, like Paarthurnax, sided with mortals when the Dragon Cults broke down. Fahdonmul hid on another continent to escape the dragon genocide, and now he blames Alduin for triggering the war through greed and stupidity.

A lot of this came about through modding the game to play as a dragon, and thus spending far too much time roleplaying as one.

(Unfortunately I could not paint his claws black in the actual game)

Yeah, Atmora became uninhabitable, Akavir is where the dragon genocide started in the first place, but Pyandonea would be a good place to hide out. In any case, he later returned to Tamriel, having got good enough at Alteration to pose as a khajiit. (My explanation for the 'Dragon Form' power provided by the mod)
